Kuibyshev refinery and Tsymbulovo drone base struck on 21–22 September
On 21 September and overnight on 22 September 2026, Ukraine’s Defence Forces struck the Kuibyshev oil refinery in Samara and infrastructure used to store and launch attack drones near Tsymbulovo in Oryol Oblast.
Both strikes were officially confirmed by the General Staff of the Armed Forces of Ukraine. A major fire broke out at the Kuibyshev refinery, while at least three storage buildings, a jet-powered UAV launch pad and five launchers were damaged at the drone base.
The 21 September strike on oil-processing infrastructure in Ufa was already counted in the previous report and is not counted again.
Strike on the Kuibyshev oil refinery in Samara
Overnight on 22 September, Deep Strike units of Ukraine’s Special Operations Forces, together with the Unmanned Systems Forces, Defence Intelligence and other components of the Defence Forces, struck the Kuibyshev oil refinery. Several Ukrainian drones reached the target and a major fire broke out at the facility.
The Kuibyshev refinery is one of the largest oil-processing facilities in Samara Oblast. Its capacity is about 7 million tonnes of crude oil a year. The plant produces petrol, diesel, fuel oil and more than 30 other petroleum products.
Strike on the Tsymbulovo drone base
On 21 September, Ukraine’s Defence Forces struck a site used to store, prepare and launch Russian attack drones. The General Staff confirmed hits on at least three storage buildings followed by a fire.
A jet-powered UAV launch pad and five launchers were damaged. Satellite imagery also showed impacts on hardened structures, damaged hangars, secondary explosions and burned-out drones at the launch preparation area.
The complex is used to store and launch Geran-series attack drones, including jet-powered variants.
Results of the 21–22 September strikes
The Kuibyshev refinery and the Tsymbulovo drone base meet the Demilitarizator methodology and are counted as two new strikes. The strike on oil-processing infrastructure in Ufa was already counted on 21 September and is not added again.
The updated totals are at least 823 strikes in 2026 and 36 in September, including at least 99 refinery and gas-processing targets.
