Two Russian refineries, the Iskra plant and Voronezhsintezkauchuk struck
Overnight on 25 September 2026, drones attacked several strategic enterprises in Russia. Two oil refineries, a Russian defence-industry facility and a major synthetic-rubber producer were struck.
Visual evidence recorded impacts and fires at industrial sites in Perm, Ulyanovsk, Voronezh and Rostov Oblast.
All four strikes occurred overnight on 25 September and are added to the statistics as separate events.
Lukoil-Permnefteorgsintez
One of Russia’s largest oil refineries, Lukoil-Permnefteorgsintez, was struck in Perm. A major fire broke out at the facility after the attack.
According to preliminary OSINT assessments, the strike hit the AVT-5 primary crude-distillation unit. The Perm refinery can process more than 13 million tonnes of oil a year and produces petrol, diesel, aviation fuel and lubricants.
Iskra research and production enterprise
A direct hit was recorded on a building of the Iskra research and production enterprise in Ulyanovsk. The company is part of the Almaz-Antey concern.
The plant manufactures components for radio-electronic equipment, communications systems, radar systems and specialised hardware. It also supplies components used in the production of Kh-59M2 and Kh-59M2A guided missiles.
Voronezhsintezkauchuk plant
A fire broke out at the Voronezhsintezkauchuk plant in Voronezh after the attack. Preliminary reports indicate that one of the plant’s tanks caught fire.
The enterprise produces synthetic rubbers and thermoplastic elastomers used, among other applications, in products supplied to the Russian military.
Novoshakhtinsk oil refinery
The Novoshakhtinsk oil-products plant was struck in Rostov Oblast. It is the region’s only operating refinery and an important fuel supplier for Russian military logistics.
The facility produces diesel, marine and furnace fuels, fuel oil and straight-run petrol. The precise extent of the damage is still being assessed.

The total number of recorded strikes in 2026 rises to at least 827, including 40 in September. The refinery and gas-processing category increases to 101, while the defence-industry category reaches 69.
A report of a possible hit on another OZON facility in Voronezh is not counted because the target and the consequences have not been identified precisely enough.
